  612.          Can the user fix the problem?
  613.            Then tell him what it is in his language.

  615.          Will the problem end up being referred back
  616.          to headquarters' customer support, qa or development?
  617.            Then keep the error message in English, you'll only
  618.            lose meaning in round-trip translating.

  620.          Are you in a desperate hurry, or have you already
  621.          gone over budget?
  622.            Then focus on getting the major part of the user interface,
  623.            where the user spends 95% of his time, perfect.  Take the
  624.            gamble that obscure error messages will never be triggered.
  625.            If anyone cares passionately enough to complain, translate
  626.            the messages for the next release.

  628.          We often precede the actual error message in English with the
  629.          word "Error" in the local language.

  656.      language.  In fact, in some countries (e.g. France), there may
  657.      exist a strong cultural bias against foreign languages.

  659.      Perhaps the best solution is to provide users with a choice.
  660.      They can specify a preferred language through an environment
  661.      variable or in an initialization file, but switch to a
  662.      different interface while running the program.
